OVERVIEW
THE FORUM
OBJECTIVES
The Maldives Pension Administration Office, as the country’s largest potential institutional investor, sees the development of the Financial Sector and financial literacy as a key imperative to achieve its strategic intent and objectives.
The Maldives Finance Forum was launched in 2012, to enable a nationally acclaimed platform to deliberate on issues, promote views and share experiences for the development of Maldivian Financial Sector. It has become a widely acclaimed event with overwhelmingly positive responses from the stakeholders.
The themes of 2012 and 2013 forums were aimed at the Public Sector with the expectation of positive policy responses from that sector. The ideas were well received by the policy makers. The theme of 2014 forum was developed with an expectation of Private Sector led positive developments to the Financial Market. In 2015, the focus was on pension and retirement income security. 2016 forum was targeted on Financial Sector Modernization and Reform.
The theme selected for this year is “Emergence of Professional Investment Management in the Maldives”

Mr. Chia Hock Lai
President, The Singapore FinTech Association

Mr Chia Hock Lai is the President of the Singapore FinTech Association (SFA), a cross-industry non-profit organisation to support the development of the FinTech sector and facilitate the collaboration of participants and stakeholders in the FinTech ecosystem.
Hock Lai is also the Head of Digital Office in NTUC Income, the only insurance co-operative in Singapore and a leader in life, health and general insurance, where he drives digital transformation initiatives across the organisation. Hock Lai has extensive experience in both business and IT roles in the insurance industry and is an alumnus of the National University of Singapore and Nanyang Technological University.
Mr. Sudhir Rajkumar
Head of the Global Pension Investments Advisory Program at the World Bank Treasury

Sudhir Rajkumar is head of the global pension investments advisory program at the World Bank Treasury. He leads advisory activities for public pension funds and other official sector institutions seeking to build global investment operations, and has served as a senior advisor to several such funds and institutions. During 28 years in global investments, Mr. Rajkumar has managed various asset portfolios of the World Bank Group, its official sector institutional clients, and World Bank pension funds. He has also been responsible for asset allocation, investment strategy, and external investment managers. He previously led teams originating and executing project finance and private equity investments, as well as fee-based corporate finance and privatization advisory mandates, in emerging markets in Asia and Europe (with the International Finance Corporation).
Mr. Rajkumar holds an MBA from University of Chicago, a M.Sc. in economics from the London School of Economics, a B.Sc. in engineering from University of Delhi, and a CFA charter. He serves as Vice-Chair of the Board of International Centre for Pension Management (ICPM). He also serves on the Advisory Committee on Investments of the Food and Agriculture Organization of the United Nations (FAO), and the Investment Committee of UN Office of Project Services (UNOPS). He previously served on the Investment Committee of the UN World Food Programme (WFP) from
MR. MOHAMED HUSSAIN MANIKU
Chief Executive Officer, Maldives Pension Administration Office

Mr. Mohamed Hussain Maniku has been the Chief Executive Officer of Maldives Pension Administration Office since its inception in 2009. The assets under custody as at Dec 2015 are 450 Million USD. He began his career at Department of Finance, presently the Ministry of Finance and Treasury and held number of senior management posts. He gained vast exposure in corporate business settings in many functional areas before assuming the post of Managing Director of State Trading Organization (STO) in 1993. He has held directorships in number of companies during his tenure with STO. He was instrumental in transforming the company from an import and distribution company to a holding company engaged in international trading. In February 2008, he was appointed as Maldivian Ambassador to United States of America. He holds a Bachelor’s degree in Business Administration from American University of Beirut, Lebanon.
Uza. Noorbaan Fahmy
Legal Counsel, Capital Market Development Authority (CMDA)

Uza. Noorbaan Fahmy has been serving as Legal Counsel for CMDA since January 2017. She has also acted as external counsel for CMDA from September 2015-2016. She has worked as a consultant for CMDA during April 2014-July 2015, under the Pension and Social Protection Administration Project conducted by World Bank, for the Maldives Pension Administration Office. She is proficient in her knowledge of capital market laws and regulations as well as corporate governance practices in the Maldives.
She has been a practicing lawyer in the Maldives since October 2011, and has vast experience in corporate and commercial litigation and in providing counsel to senior executives of government and private entities. She has been acting as Managing Partner of Lygitime LLP (Attorneys & Consultants) since December 2012. She holds a LLB (Hons) from the University of Bristol, UK.
